The 2023-24 budget will be published in April 2023, along with other relevant financial information.
Bellevue’s budget is produced every two years and includes a seven-year capital budget. The budget describes how the city intends to finance its services and infrastructure. The city government is responsible for building and repairing roads, providing police and fire protection, as well as maintaining parks, open space and recreational centers, which help contribute to the high quality of life Bellevue residents enjoy.
Bellevue's 2023-24 budget and 2023-29 Capital Investment Program (CIP), adopted by the City Council on Nov. 21, 2022, advance the Council Vision. Resident input, through the Performance Survey and Budget Survey, guides the development of Bellevue's budgets.

The Preliminary Budget Book does not reflect council-approved budget amendments outlined below.
- Ordinances 6683 and 6685 adopted on 10/24/22.
- Council amendment approved at the November 14, 2022 City Council meeting increased General Fund appropriation by $85,000 for the following:
- $85,000 One-Time: Transferred one year of additional funding for the Arts from CIP project, Arts and Culture Fund (G-112). This one-time funding in 2023 will have minimal impact on the Arts and Culture Fund CIP project. Additionally, this item requests a review of arts funding at either the mid-biennium update or the next biennium budget before Council.
3. Council amendment approved on Nov. 14, 2022 increased the General Capital Investment Program (CIP) Fund by $285,715 for the following:
- $285,715 across 2023 and 2024: Proportionally reduce expenditures for Vision Zero Rapid Build Data Driven Safety Program (PW-R-205) for years 2025 through 2029 by $57,143 annually and increase expenditure authority in 2023 and 2024 by $142,857 each for $285,715 total to ensure a $500,000 annual budget in the biennium. Additionally, Council requested that the Vision Zero project return for discussion in the next budget biennium once the BeSafe grant award is known.
In keeping with Bellevue's budget cycle every two years, the city manager submitted a preliminary budget to the council in October 2022. Following council and resident feedback, the council adopted a revised version in November.
